“A third option is that by ‘water and the Spirit,’ Jesus actually means both terms as descriptions of the supernatural birth. There are Old Testament prophetic predictions that refer to the work of the Spirit in the New Testament that link that work to water as well (Ezekiel 36:25–26; Isaiah 44:3). The most likely interpretation, then, seems to be that Jesus is saying in John 3:5 that the Spirit must be poured out like water so that someone is born from above. In which case, both ‘water’ and ‘the Spirit’ refer to the supernatural work of God in causing someone who believes in Jesus to be born again.” (Page 58)
